Summary ACCUPOL systematically analyzes an intuitively well-known, but curiously under-researched phenomenon: policy accumulation. Societal modernization and progress bring about a continuously growing pile of policies in most political systems. At the same time, however, the administrative capacities for implementation are largely stagnant. While being societally desirable in principle, ever-more policies hence may potentially imply less in terms of policy achievements. Whether or not policy accumulation remains at a ‘sustainable’ rate thus crucially affects the long-term output legitimacy of modern democracies.
Given this development, the central focus of ACCUPOL lies on three questions: Do accumulation rates vary across countries and policy sectors? Which factors mitigate policy accumulation? And to what extent is policy accumulation really associated with an increasing prevalence of implementation deficits? In answering these questions, ACCUPOL radically departs from established research traditions in public policy.
First, the project develops new analytical concepts: Rather than relying on individual policy change as the unit of analysis, we consider policy accumulation to assess the growth of policy portfolios over time. In terms of implementation, ACCUPOL takes into account the overall prevalence of implementation deficits in a given sector instead of analyzing the effectiveness of individual implementation processes.
Second, this analytical innovation also implies a paradigmatic theoretical shift. Because existing theories focus on the analysis of individual policies, they are of limited help to understand causes and consequences of policy accumulation. ACCUPOL develops a novel theoretical approach to fill this theoretical gap.
Third, the project provides new empirical evidence on the prevalence of policy accumulation and implementation deficits focusing on 25 OECD countries and two key policy areas (social and environmental policy).

Summary AFRIGOS investigates the process of 'respacing' Africa, a political drive towards regional and continental integration, on the one hand, and the re-casting of Africa's engagement with the global economy, on the other. This is reflected in unprecedented levels of investment in physical and communications infrastructure, and the outsourcing of key functions of Customs, Immigration and security agencies. AFRIGOS poses the question of how far respacing is genuinely forging institutions that are facilitating or obstructing the movement of people and goods; that are enabling or preventing urban and border spaces from being more effectively and responsively governed; and that take into account the needs of African populations whose livelihoods are rooted in mobility and informality. The principal research questions are approached through a comparative study of port cities, border towns and other strategic nodes situated along the busiest transport corridors in East, Central, West and Southern Africa. These represent sites of remarkable dynamism and cosmopolitanism, which reflects their role in connecting African urban centres to each other and to other global cities.
AFRIGOS considers how governance 'assemblages' are forged at different scales and is explicitly comparative. It works through 5 connected Streams that address specific questions: 1. AGENDA-SETTING is concerned with policy (re-)formulation. 2. PERIPHERAL URBANISM examines governance in border towns and port cities. 3. BORDER WORKERS addresses everyday governance emerging through the interaction of officials and others who make their livelihoods from the border. 4. CONNECTIVE INFRASTRUCTURE looks as the transformative effects of new technologies. 5. PEOPLE & GOODS IN MOTION traces the passage of people and goods and the regimes of regulation to which they are subjected. AFRIGOS contributes to interdisciplinary research on borderland studies, multi-level governance and the everyday state.

Summary "AIME is an inquiry to make more precise what is lumped together into the confusing word ""modernization"". The work done in the field of science studies (STS) on the progress and practice of science and technology has had the consequence of deeply modifying the definition of ""modernity"", resulting into the provocative idea that ""we (meaning the Europeans) have never been modern"". This is, however only a negative definition. To obtain a positive rendering of the European current situation, it is necessary to start an inquiry in the complex and conflicting set of values that have been invented. This inquiry is possible only if there is a clear and shareable way to judge the differences in the set of truth-conditions that make up those conflicting sets of values. AIME offers a grammar of those differences based on the key notion of modes of existence. Then it builds a procedure and an instrument to test this grammar into a selected set of situations where the definitions of the differing modes of existence is redefined and renegotiated. The result is a set of shareable definitions of what modernization has been in practice. This is important just at the moment when Europe has lost its privileged status and needs to be able to present itself in a new ways to the other cultures and civilizations which are making up the world of globalization with very different views on what it is to modernize themselves."

Summary Europe sits uncomfortably on the idea that there are no political and cultural alternatives credible enough to respond to the current uneasiness or malaise caused by both a world that is more and more non-European and a Europe that increasingly questions what is European about itself. This project will develop a new grounded theoretical paradigm for contemporary Europe based on two key ideas: the understanding of the world by far exceeds the European understanding of the world; social, political and institutional transformation in Europe may benefit from innovations taking place in regions and countries with which Europe is increasingly interdependent. I will pursue this objective focusing on four main interconnected topics: democratizing democracy, intercultural constitutionalism, the other economy, human rights (right to health in particular).
In a sense that the European challenges are unique but, in one way or another, are being experienced in different corners of the world. The novelty resides in bringing new ideas and experiences into the European conversation, show their relevance to our current uncertainties and aspirations and thereby contribute to face them with new intellectual and political resources. The usefulness and relevance of non-European conceptions and experiences un-thinking the conventional knowledge through two epistemological devices I have developed: the ecology of knowledges and intercultural translation. By resorting to them I will show that there are alternatives but they cannot be made credible and powerful if we go on relying on the modes of theoretical and political thinking that have dominated so far. In other words, the claim put forward by and worked through this project is that in Europe we don’t need alternatives but rather an alternative thinking of alternatives.

Summary This four-year interdisciplinary project addresses the question what has been learned through the use of better regulation ? Better regulation is a flagship policy on the Lisbon agenda for growth and jobs. Its aims are to provide new governance architectures for law-making, to increase the competitiveness of the regulatory environment, and to secure wide social legitimacy for multi-level systems of rules. Whilst most of the research has looked at how better regulation is changing, this project will produce findings on what has changed because of better regulation. Theoretically, the project will use (and significantly improve on) theories of policy learning. Empirically, it will cover Denmark, Italy, the Netherlands, Poland, the UK and the EU including multi-level analysis and analysis by sector of regulation. Methodologically, the project will draw on comparative analysis of types of learning, experiments with regulatory policy-makers in six countries and the European Commission, large-n analysis of impact assessments, backward-mapping of legislation (to appraise the role played by better regulation in the formulation or laws in the UK and the EU), meta-analysis of case-studies and co-production of knowledge with better regulation officers. Dissemination will target both stakeholders (i.e., policy officers, civil society organizations, and business federations) and academic conferences in political science, law, and risk analysis, with a major research monograph to be completed in year 4 and a final interdisciplinary conference.

Summary This proposal outlines a highly ambitious and path-breaking research program. Through a tightly integrated package of basic theoretical work, strategic empirical research projects, international workshops, and a large number of publications in leading journals, the research program seeks to move sociology in a more analytical direction.
One part of the research program focuses on the epistemological and methodological foundations of analytical sociology, an approach to sociological theory and research that currently receives considerable attention in the international scholarly community. This work will be organized around two core themes: (1) the principles of mechanism-based explanations and (2) the micro-macro link.
The empirical research analyzes in great detail the ethnic, gender, and socio-economic segregation of key interaction domains in Sweden using the approach of analytical sociology. The interaction domains focused upon are schools, workplaces and neighborhoods; domains where people spend a considerable part of their time, where much of the social interaction between people takes place, where identities are formed, and where important resources are distributed.
Large-scale longitudinal micro data on the entire Swedish population, unique longitudinal data on social networks within school classes, and various agent-based simulation techniques, are used to better understand the processes through which schools, workplaces and neighborhoods become segregated along various dimensions, how the domains interact with one another, and how the structure and extent of segregation affects diverse social and economic outcomes.

Project Arctic Domestication: Emplacing Human-Animal Relationships in the Circumpolar North

Summary This 6-year project aims to co-ordinate field research in each of these fields to elaborate a new model of emplaced human-animal relations evoking recent theoretical concerns of the definition of the person, the attribution of agency, and renewed attention to ‘built environments’. The project will work inductively from empirical observations in seven field sites across the circumpolar Arctic from the Russian Federation, to Fennoscandia, to Canada. The circumpolar Arctic originally provided many of the primary thought experiments for classic models of cultural evolution. It has now again become the focus of powerful debates over the balance between the protection of cultural heritage and the development of natural resources to fuel a future for industrial economies. The human-non-human relationships chosen for study cover the full range of theoretical and political discourse within the sciences today from primary encounters in domination to contemporary bio-technical innovations in farming. The team will transcend typical ‘existential’ models of domination between people and animals by describing complex social settings where more than one species interact with the cultural landscape. The team will also challenge existing definitions between wild and tame by instead examining what links these behaviour types together. Further, the team members will examine how domestication was never a sudden, fleeting intuition but rather a process wherein people and domesticates are sometimes closer and sometimes farther from each other. Finally, the research team, working within the above mentioned literatures, will develop a renewed model – a new way of describing – these relationships which does not necessarily rely upon metaphors of domination, competition, individual struggle, origins, or hybridity. The strength of the team, and the principle investigator, is their demonstrated ability to carry out fieldwork in this often difficult to access region.

The wholly unpredicted series of revolts that recently spread across the Arab world suggests that the nature and sustainability of contemporary authoritarian rule are not well-understood. Openness to global ICT and media, international NGOs, and inflow and outflow of people have thrown up new challenges for authoritarian rulers in terms of how to control citizens. This project investigates changes in both the nature and the sustainability of authoritarian rule in relation to the erosion of decision-making autonomy at the state level posited by globalisation theorists.
In four sub-projects, this project will investigate:
1. Whether, how and to what extent globalisation of information and communication, association, and people movement affect authoritarian persistence (longitudinal quantitative study, 1970-2011)
2. How, i.e. with what policy mechanisms, authoritarian states respond to globalisation of information and communication, association, and people movement (qualitative multi-sited studies relating to Belarus, China, Iran and Zimbabwe)
3. How to understand the phenomenon of subnational authoritarianism in its engagement with the democratic state and the wider world in relation to information and communication, association, and people movement (mixed method subnational studies of states within India and Mexico)
4. What authoritarianism is in a global age: reconsidering authoritarianism’s defining characteristics of low accountability and high coercion, and whether these still relate exclusively to statehood (theory study)

Summary Driven by public outrage at bank bailouts during the financial crisis, many governments have since then tried to rewrite the rules governing finance. Yet the anger provoked by the bailouts has not subsided. In Europe and in North America, citizen fury against bankers continues to structure battles over financial regulation. It also affects broader perceptions of fairness in the political system and feeds anti-elite populism. Scholars of political economy have chronicled the clashes between states and large banks, and scholars of political behaviour have noted the failings of governments to respond to the will of democratic majorities. No one has explored the feedback loops between policies regulating banks, the public anger towards banking elites, and media discussions of finance. BANK-LASH fills this gap, using a cutting-edge, high-risk research design comprising three work packages to link policy outcomes with public opinion and media coverage. BANK-LASH 1will collect the first cross-nationally comparable data on public attitudes towards finance, including a series of innovative survey experiments that assess how different media frames affect emotions and preferences. BANK-LASH 2 will use supervised machine learning to measure the overall media environment of these countries for the last decade, assessing how much different national media systems discuss finance and how different national media systems frame the discussion of banking regulation. BANK-LASH 3 links the micro-level study of attitudes and macro-level media coverage with episodes of policy intervention in each country in order to determine when democracies have imposed significant new regulation on their banks. By harnessing these different intellectual tools within a single study, BANK-LASH brings together the concerns of political economy, behavioral research and policy studies to untangle the relationship between banks, public policy, and anti-elite sentiment in the wake of the financial crisis.
Summary
Driven by public outrage at bank bailouts during the financial crisis, many governments have since then tried to rewrite the rules governing finance. Yet the anger provoked by the bailouts has not subsided. In Europe and in North America, citizen fury against bankers continues to structure battles over financial regulation. It also affects broader perceptions of fairness in the political system and feeds anti-elite populism. Scholars of political economy have chronicled the clashes between states and large banks, and scholars of political behaviour have noted the failings of governments to respond to the will of democratic majorities. No one has explored the feedback loops between policies regulating banks, the public anger towards banking elites, and media discussions of finance. BANK-LASH fills this gap, using a cutting-edge, high-risk research design comprising three work packages to link policy outcomes with public opinion and media coverage. BANK-LASH 1will collect the first cross-nationally comparable data on public attitudes towards finance, including a series of innovative survey experiments that assess how different media frames affect emotions and preferences. Summary Life, with all its diversity, is in crisis. As humans increasingly encroach on biologically complex semi- natural landscapes, no organism, place or ecological function remains unaffected. While all 196 parties (195 countries plus the European Union) to the UN Convention on Biodiversity (CBD) have agreed to monitor the state of biodiversity, the currently available methods to do so leave much to be desired. Traditional monitoring involves the field observation of species by trained specialists, aided by skilled volunteers, whose expertise is restricted to specific biotic groupings. In a process that is both time consuming and inconsistent across time and space, botanists identify and record the presence of plant species and ornithologists the bird biota, resulting in 'unpopular' biotic groups such as fungi, bacteria and insects being under-observed or escaping identification altogether. In this project, a fundamentally different approach to terrestrial biodiversity monitoring couples next generation satellite remote sensing with environmental DNA (eDNA) profiling, complemented where available by legacy human-observed datasets. Satellite remote sensing is able to survey the environment as a single, continuous, fine-resolution map, while eDNA profiling can rapidly quantify much greater taxonomical and functional breadth and depth than human field observation. This project combines, for the first time, these two powerful, cutting-edge techniques for monitoring biodiversity at the global level in a consistent manner. Following from this, another key innovation will be the deepening of our scientific understanding of how biodiversity is impacted by anthropogenic pressure as well as by natural environmental gradients. In concert, these scientific developments will enable the accurate and fine grain monitoring of biodiversity from space – a ground-breaking contribution to the quest to meet the UN Sustainable Development Goals and CBD Aichi targets.
